RNG Manips do not work on Dodrio Tower, and it takes forever to do a hard reset because it has to load the entire system again, and it's 3x speed so gl hitting that shit even if it did. A: They do, but if you have a savefile that has beaten the E4 and then just start a new game, it's unlocked and works Q: Why is the game in Black and White?
