Then go back to the intersection and go down to the ladder
You now have vision, go down the many staircases to the Lugia room
After the cutscene, fly to Mahogany
Go through Ice Path to Blackthorn, drop Repels after leaving Ice Path
Go fight the nurse in Blackthorn once
Go to the right after entering Clair's gym
