Analysis: 5 seconds saved at the cost of a 7% chance to die. 

If you can afford an extra X Accuracy it may well be worth doing these strats and simply using the X Accuracy on rival to ensure Blizzard doesn't miss (Plus Blizzard Pidgeot for 2 inputs saved and 100% KO) (even in a race).

Comments:
The safe strat is optimal if you can afford the X Acc, but this is not possible with silphbar and 2 dolls, and so the riskier strat should be used if you go for silphbar (and drill arbok), or on early drill strats. In a race you should always use X Accuracy on Viridian Rival.
