My method will be:
1) Play the game through dogs release cutscene using the normal Entei route
2) Bike into Route 38 gatehouse
3) Use a Repel
4) Save & quit
5) Buffer the intro, then aim to load the file on or around a certain frame
6) Repeat step 5 until I've found a cluster of good frames (Entei on Route 39, or maybe another adjacent route)
7) Document Entei+Raikou locations for all frames surrounding the desired cluster
8) Bike around a bunch, then S&Q again and execute the manip found in step 6 
9) Verify that the locations are the same as found in step 7 
10) If they are the same, repeat steps 1-5 (New Game) with the manip found in step 6
11) If the manip is still consistent for this new file, begin searching for console manips

	well is BGB reliable
	I just want to do the same S&Q strats as the current manip, but search from route 38 gatehouse
	so check the locations once I've loaded the save on various frames

	1.5.3+ are as reliable as GSR from existing knowledge
	just need to make sure to select detect GBA in System options, otherwise setup is exact same as 1.5.2
