Found a safer (and faster on average) Ice Beam route, then turned it into a Blizzard route that's about 5 seconds faster in both the average and best cases.

All average time saves account for risk (5% chance of dying = ~1.8s lost)

NOTES:
- You can Blizzard 2 of Victreebel/Vileplume/Rhyhorn/Rhyhorn to save 3 seconds (animations + menu), but these Pokemon can all kill you, so it's probably not worth it on good runs 
- Alternate Agatha strat: X Spec, EQ, Blizzard, EQ x3 (slower than second Gengar)
- Skipping Rock Slide and using TB+TB on all Gastlies saves time, since it saves a trip to the girl and allows you to keep Thrash, but it's pretty suicidal unless you have 24+ HP after Lavender Rival
